Coating Floors in a River Town After a Record Flood

Epoxy flooring in New London has to start with water. The city sits on both the Wolf and Embarrass rivers, and in April 2026 the Wolf set a new record. The National Weather Service in Green Bay lists a preliminary crest of 12.12 feet at the New London gauge, above the old record of 11.83 feet from April 3, 1979. Floodwater reached homes and businesses. Many owners are still deciding what to do with basement and garage floors.

What the flood did to concrete

WBAY reported that We Energies shut off about 967 gas lines as a precaution, and people stacked sandbags around buildings, including the public library. The NWS says evacuations lasted multiple days and power and gas were shut off as water reached homes. Concrete that sat under water absorbs a lot of it. Even after the surface looks dry, the slab can keep releasing moisture for weeks or months.

Coating a slab in that state is a mistake. Trapped water pushes up against the coating. It blisters, turns white or peels.

Our process for a flooded floor

  • Wait and dry. The space needs to be cleaned out, ventilated and dried. Dehumidifiers help.
  • Test. We test the slab for moisture before we quote. If it is still high, we come back later.
  • Clean. River silt, mud and anything that soaked in has to come out of the surface. Diamond grinding takes off the top layer.
  • Pick the right base. On basement slabs that will always see some vapor, a moisture-tolerant primer may be needed.
  • Coat. Only then does the base coat, flake or color, and topcoat go down.

A coating will not stop a flood

We want to be clear about this. A floor coating does not keep river water out of a building. What it does is give you a sealed surface that cleans up faster if water gets in again. Mud and silt wipe off a coated floor instead of soaking into bare concrete. If your basement takes water through walls or cracks during normal rain, that needs a water fix first. We tell you that at the estimate.

New London homes and garages

Census QuickFacts puts the city's owner-occupied rate at 52.0% for 2020 to 2024, with a median owner-occupied home value of $174,800. That means a lot of rental property, and many landlords here want a basement floor that can be cleaned out and put back into use quickly. New London was settled in the early 1850s and became a lumber center and the end of the steamboat run up the Wolf River from Oshkosh. Older houses near downtown can have basements with rough, patched floors. We grind, patch and level those before coating.

Insurance and repair timing

Many owners are working through cleanup, contractors and claims at the same time. We do not handle insurance claims, but we can give you a written, itemized quote that lists the prep, each coat and the square footage. That makes it easier to compare options and plan the order of work. Floors usually go last, after walls, drywall and mechanicals are repaired, so the new coating is not damaged by other trades.

New London Questions

How long after the flood should I wait to coat my basement?

There is no single answer. It depends on how long water sat, how thick the slab is and how well the space is drying. We test the slab and only schedule when the reading is in range for the system we plan to use.

Will a coating keep water out next time?

No. A coating does not seal out a flood. It gives you a surface that cleans up faster and does not soak up mud and odor the way bare concrete does.

Can you coat a garage that flooded?

Usually, once it dries. Garage slabs often dry faster than basements. We grind off silt and stains, repair any damage and test moisture before coating.
